Some updates

  1. 14th April 2010 (Wednesday) has been declared as a Closed Holiday on account of Birth Anniversary of Dr. B R Ambedkar vide OM No. 12/3/2010-JCA-2 Dated the 29th March, 2010 of Department of Personnel & Training, Govt. of India.
  2. Directorate has placed orders with vendors on 30.03.2010 for supply of Laptops to Sub-Divisions. Orissa Circle has given No.1 ranking to HCL brand keeping in view the service track record of the company but may get HP brand as per decision of Directorate. Consignments are expected to reach Sub-Division in about 4 weeks’ time.
  3. All India Conference of the Association is being held in New Delhi on 3 & 4 April 2010. This will be preceded by CWC meeting on 02.04.2010. CS Orissa Circle and CHQ President are leaving for New Delhi on 31.03.2010. They are reaching New Delhi on 01.04.2010 ahead of CWC meeting on 02.04.2010. The rest of the contingent of delegates from Orissa will leave for New Dehi on 01.04.2010 to join the AIC on 03.04.2010. DG (Posts) is scheduled to deliver her Special Address to delegates in the Open Session on 03.04.2010 at 10.00 AM.
  4. Directorate has called for CRs and Special Reports for nomination to PS Gr.B (Supplementary List). Sri Sreekant Kar is the senior most official from Orissa to be considered for the nomination. 1-2 to officials from SC/ST community are also likely to get the nomination.
  5. Some adhoc promotions to PS.Gr.B cadre in Orissa are expected soon.

Request to members for clearance of dues to the Association.

Letters to members have been sent by post requesting them individually to clear their outstanding dues (subscriptions, special donations etc). Forms for authorising recovery of subscriptions as per requirement for re-verification of membership have also been sent for signature and return to Circle Secretary by 10.04.2010. Members are requested to cooperate for strengthening the Association.

Open Session of 36th All India Conference

As per the programme communicated by the CHQ, the open session of the All India Conference of the Association which is being held on 03.04.2010 will witness, among other things, the Special Address by Ms. Radhika Doraiswamy, our esteemed Secretary (Posts). Recast merit list of PS Gr.B Exam 2008

Postal Directorate vide its letter No.A-34013/1/2008-DE dated 22.03.2010 has communicated the recast list of successful candidates of PS Gr. B Exam 2003-2006 held on 16-17 February 2008 in accordance with CAT, Chandigarh Bench Order dated 01.10.2008 in MA No.562/2008 arising out OA No.35/HP/2008. The recast list is subject to outcome of Apex Court's judgement in the case of UOI and another versus Sri K Perumal and others.
As per the recast list Sri Rahul with Roll No.UP/IP-89 is declared successful.

Verification of membership of Association- Submission of Authorisation Letter

Verification of membership to the Association is underway as per instruction of the Department. Members of Orissa Circle Branch Association of AIAIASP are requested to send Authorisation letter duly signed by them to the Circle Secretary latest by 10.04.2010 so that the same could be submitted to Divisional Units in time.

Supply of Laptops to Sub-Divisional Heads

It is learnt that the Directorate is all set to place orders with vendors on 25.03.2010 for supply of Laptops to Sub-Divisions (including RMS Sub-Divisions). There was delay in placing the orders due to late receipt of information from Circles.
Laptops are expected to reach Sub-Divisions within next 4-6 weeks.

Postmasters Cadre-Selection process of personnel

You are aware that recently the Department introduced Postmaster Group B Service, by diverting 161 PSS Group B Post.

The proposal of the Department is as follows:

"Of the 116 posts of Sr.Postmaster Gazatted with grade Pay of Rs 4800, 75 % posts shall be filled up through limited Departmental competitive examination to be thrown to IPOs, LSG, HSG/II and HSG/1 official working in the post offices with 5 years of regular service in either or all the cadres together and remaining 25% posts shall be filled up by promotion of postmaster Grade III i.e. HSG/1 with 5 years of regular service"

Other changes:

1. Postmaster Grade I (LSG) shall be filled up 100 % among PAs with 5 years of service

2. Postmaster Grade II (HSG/II) shall be filled up 100% from PM Grade I (LSG) with 3 years of service.

3. Postmaster Grade III (HSG/I) shall be filled up 100% from PM Grade II (HSG/II) with 3 years of service.

4. Postmaster (Gazetted) shall be filled up75 % from IPO, LSG, HSG/2, and HSG/1 WORKING IN POST OFFICES with 5 years of service.

Change in P.S.S. Group B Examination Pattern

Question papers will be objective types including paper IV except précis writing.
• Answer should be marked in Ball point pen.
• All work for the preparation, printing of Hall tickets, Invigilation, preparation of question paper and correction will be done thro out sourcing

In future all the Departmental promotional examination Inspector Posts, LGO etc and Direct recruitment examination for PA/SA will be conducted in the said manner

The Department called for sealed bids from the eligible bidders who conducted several examinations. The Tender will be opened on 28.04.2010 at 16.00 hrs. The earnest money is 22 Lakhs. The contract is valid for 2 years.

The bidder shall:
• Design application with barcode ICR/OMR, process the application, printing and distribution of hall tickets, preparation of question papers, correction of answer sheet, prepare the All India merit list
• Make arrangement of distribution of question paper throughout the centers, hiring halls, making arrangement for invigilation.

The issue of upgradation of GP of IPs

It is quite evident from the comments posted by visitors of this blog that every IP /ASP is anxious to know the present position of the proposal for upgrdation of GP of IPs. Quite naturally, every IP/ASP is expecting the CHQ to move fast to get the proposal implemented at any cost. Strangely, the blog of CHQ which ought to keep us updated on such a serious issue does not provide any information on this and deals with almost outdated issues like who got promoted 1-2 years ago through PS Gr.B Exam out of turn because of the wrong policy of the Dept. Issues of this type keep us divided rather than creating unity contrary to the motto of the Association. I don't think this matter creates any interest among majority of IPs /ASPs. I get the feeling that the very subject of promotion to PS Gr.B Cadre through examination or through seniority-cum-fitness has now lost its sheen because of the non-alluring financial benefit it provides vis-a-vis a high degree of responsibility and workload the promotional post carries. The burning issue is, therefore, the proposal for upgradtion of IPs and ASPs which will benefit the masses and not the PS Gr.B Examination. Many Circles have already requested the CHQ to go ahead with the proposal for merger of IP and ASP cadres for the purpose of getting upgraded GP for IPs which will also indirectly benefit ASPs through MACPS. Through posting in this blog and through comments posted in the blog of the CHQ, Orissa Circle Branch Association of AIAIASP once again urges CHQ functionaries to act fast with the proposal of upgradation of GP of IPs. We need not wait for the AIC's resolution which will be nothing but a formality.

8% DA hike for Central Govt. Employees

On 19.03.2010 Union Cabinet approved 8% DA hike for Central Govt. Employees (from existing 27% to 35%) w.e.f 1.1.2010.

The issue of upgradation of GP of IPs

It is learnt from CHQ sources that the proposal for upgradation of GP of IPs, ASPs and PS Gr.B Officers which was resubmitted to Finance Ministry has been returned again without getting a favorable decision. The details of the remarks for rejecting the proposal are not known.
The matter will come up for discussion / deliberation in the Association forum in the AIC to be held in New Delhi on 3rd & 4th April 2010 to decide the course of action to be followed in connection with the proposal.

Transfers and postings of IPs in HQ Region

Orders have been issued by CO, Bhubaneswar on 11.03.2010 for rotational transfers and postings of the following IPs in HQ Region.
Sri L N Mishra, IP Baripada East is posted as IP, RMS N 2nd Sub-Divn, Bhubaneswar
Sri G P Kar, IP RMS 'N' 1st Sub-Divn is posted as OS, Cuttack City Division
Sri G D Mohanty, OS, Cuttack City Divn is posted as IP, Cuttack West Sub-Division
Sri Soumya Chatterji, IP (PG), Bhadrak Division now attached to CO as IP(Bldg) is posted as IP, Jaleswar East Sub-Division.

Transfers and postings of two more IPs in HQ Region who have completed their tenure in Sub-Divisional assignments are expected soon.

No inter-region transfer of IP/ASP is made now apparently on the ground that it will create more vacancies of IPs in Berhampur and Sambalpur Regions which is not acceptable to these Regions. However, the Association will renew the request for considering inter-region transfers once the result of IP Exam is out.

Non-receipt of Service Book and Reports delays MACPS for IPs & ASPs

Service Books, CRs and Special Reports were called for by CO on 22/28.01.2010 from Divisional units for MACPS. Almost all units have not yet supplied the required documents to CO for the pupose. Action at CO level is held up for want of required documents. CO has issued reminders.
IPs and ASPs at the field level, particularly, ASPs(HQ) /Office-Supervisors are requested to take necessary action to obtain and send the required documents to CO as early as possible.

6th Biennial Divisional Conference of AIPEU, Gr.C of Bhubaneswar Division

All India Postal Employees, Gr.C, Bhubaneswar Division held its 6th Biennial Divisional Conference in NALCO Auditorium, Bhubaneswar on 28.02.2010 in very befitting manner. Distinguished NFPE representatives of the Circle including the leader of RJCM were there in the Conference.Two Hon'ble MPs and the Govt. Dy. Chief Whip graced the conference as VIP Guests. Acting Chief PMG Sri P K Bisoi attended the conference as a Guest of Honour. From IP & ASP Cadre, the CHQ President, Circle President, Circle Secretary also joined conference as invitees. Sri Jeeban Sahu, Circle Secretary of Postal Officers' Association also attended the conference as an invitee.

The Circle Secretary of our Association, in his two minutes speech, epmphasised the need for unity among all categories of employees for a united approach to common problems. He assured to extend cooperation and support (other than through strike method) to the Gr.C Union in the Circle on important issues common to all cadres in the Circle if such cooperation/ support is ever sought for.

Right now, Orissa Circle has no regular Chief PMG. Some important issues, particularly ad hoc promotion to ASP and PS Gr.B cadres are not decided as the matter stands referred to Directorate seeking approval for the same. Through the Hon'ble MPs, the NFPE in Orissa has taken initiative for posting of a regular Chief PMG. Let us wait for the result.

Members of AIAIPASP in Orissa Circle are requested to maintain a harmonious relationship with members of other Associations / Unions in the Circle in the best interest of unity among employees of working class which the IP /ASP cadre is very much a part of.

36th All India Conference in New Delhi being held on 3-4 April 2010

As intimated by Delhi Circle Branch Association, the ensuing All India Conference of the Association is being held in New Delhi on 3rd and 4th of April 2010. All India Delegates from Orissa (from within the elected panel) who are interested to attend the AIC at New Delhi are required to reserve berths in trains on their own arrangement and to intimate the journey plan to the Circle Secretary over phone / by e-mail so that the same can be intimated to the organisers of Delhi Circle immediately for arranging their stay there. Delegates are required to reach New Delhi on 03.04.2010 morning and the journey plan should be made accordingly. Circle Working Committee meeting (which will be held in two week's time from now) will decide the quantum of reimbursement to delegates from the Association fund.
