Transfers and postings in JTS Gr.A and PS Gr. B posts

Orders for the following transfers and postings have been issued by CO on 29.04.2010.

Sri P C Behera, Manager, PPP, Bhubaneswar is transferred and posted as SSPOs, Puri vice Sri B N Lenka retiring on 30.04.2010.

Sri B Biswal, AD(TO), CO Bhubaneswar is given ad hoc promotion to JTS Gr.A Grade and posted as DDM(PLI), CO, Bhubaneswar.

Sri S C Barik, DDM(PLI), CO, Bhubaneswar who on reversion to PS Gr.B cadre on completion of 11 months officiating period was working as Supdt, PSD, Bhubaneswar is transferred and posted as SPOs, Cuttack South Division.

Sri L N Sahani, SPOs Cuttack South Division is transferred and posted as Dy. Manager-II, PPP, Bhubaneswar.

Venue of PS Gr.B Examination in Orissa Circle

Hall permits for PS Gr.B Examination ( which is being held on 3rd and 4th May 2010) are being desptached on 27.04.2010.

Insitution of Engineers (India), Pt. Jwaharlal Nehru Marg (formerly Sachivalay Marg), Unit-IV, Bhubaneswar 751001 will be the venue of the Examination.

LTC to North East Region by air extended for another two years

DOP&T has issued orders vide No. 31011/4/2007-Estt.(A) dated 20.04.2010 giving relaxation for travel by air to visit North Eastern Region under CCS (LTC) Rules, 1988 for a further period of two years beyond 1st May, 2010.

The issue of allotment of surplus IP candidates of 2008 Exam.

If the sources from CHQ is to be believed, the wait of surplus IP candidates for getting allotment to the Circles opted by them (other than home Circle) is likely to end by this month-end. CS Orissa has kept on reminding the new GS to pursue the matter at Directorate level. GS has informed that the process of allotment has reached the final stage with allotments expected to be made by this month-end. Orissa Circle Branch of the AIAIASP sympathies with those surplus candidates of IP Exam 2008 who have opted for a posting and have not got the same so far. The case of the candidates declared suplus in Orissa is more painful as they were not allowed to sit in the last IP Exam. Let us hope for the best at least for now!

The initiative titled “Project Arrow-Transforming India Post’ has been selected in the organization category for 'Prime Minister's Award for Excellence in Public Administration for the year 2008-09. The award will be presented to the Department of Posts on Civil Services Day scheduled to be held in Vigyan Bhawan, New Delhi on 21st April, 2010. The Secretary Posts will receive the award. Transfers and postings in PS Gr.B posts

Sri K C Mohanty-II is reallotted to HQ Region and posted as Sr. Postmaster, Bhubaneswar GPO against the vacant post. Sri Mohanty is due to retire on superannuation on 30.04.2010 A/N.

Sri K P Parida, Oftg AD(Staff) is posted as Supdt., PSD, Bhubaneswar against the vacant post. As per the oders issued earlier,Sri Satayabadi Sahoo will be the AD(Staff).

Laptops to Sub-Divisions

In Orissa 94 Sub-Divisions (including 6 RMS Sub-divisions) will be getting supply of Laptops in next 1-2 weeks against supply orders placed by Directorate on M/s AGMATEL INDIA Pvt. Ltd. through DGS &D on 29.03.2010.

Alongwith Laptop, each Sub-Division will get one Laser Printer and one MS Office 2007 Standard Software (without media/CD, Non-Academic). The Brand of the Laptop is HP and Model is Probook 4410. 

On-site warranty for Laptop is three years. For printer, it is one year.

Appeal for urgent Financial Help

Sri Ajay Kumar Patra, IP Cuttack North Sub-Division has been undergoing medical treatment since 30.03.2010 in a very critical condition in Kalinga Hospital Ltd, Bhubaneswar. He is diagnosed to be suffering from Blood Cancer. Expenses on his medical treatment is huge and whatever help the Department is providing through medical advance is not enough to cover the entire expenses. Due to holidays there was delay in getting the advance and his family could not arrange required money in time to meet the urgent treatment . His condition became complicated which required treatment on other aspects also.

Sri Patra’s family is running with acute shortage of finance to meet the cost of expensive medical treatment. Members are requested to come forward to provide financial assistance whatever possible on their part at this critical moment. Members are requested to send their donations to the following address so that the amount can be paid to Sri Patra’s family through the Association.

MACPS for IPs & ASPs

MACP for IPs and ASPs in Orissa Circle is being processed expeditiously. Orders for granting the benefit to the eligible IPs and ASPs are expected next week.

New Chief PMG of Orissa assumes office

Ms. Hilda Abraham (IPoS 1979) has taken over as Chief PMG, Orissa Circle on 05.04.2010 A/N. She was previously working as PMG, Calicut.

Orissa Circle Branch of the AIAIASP wishes to express its gratitude to members of AIAIASP, Delhi Circle for hosting the 36th AIC in New Delhi and for making elaborate arrangements for the stay of CHQ Office-bearers, Circle Secretaries and delegates during the AIC. It was really a happy moment for the members to meet each other on the occasion.

Orissa Circle Branch of the AIAIASP thankfully acknowledges the contribution to the Association by the leaders who were in the outgoing CHQ body. Sri S Samuel, Sri S B Mahapatra and Sri S Ravi who were GS, CHQ President and CHQ Treasurer respectively in the last body deserve special mention for their invaluable services rendered to the Association. It is hoped that these leaders will continue to guide the Association in the days to come to fulfill its aspirations.

The 36th All India Conference of the Association was held 3-4 April 2010. This was preceded by CWC meeting on 02.04.2010. Delhi Circle hosted the conference in a befitting manner. Sri Roop Chand, ASP, Speed Post Centre, New Delhi who was one of the Asst. General Secretaries in the outgoing body was elected as the new General Secretary for a term of two years (2010-2012).  Sri Dinesh Khare of Karnataka Circle was elected as the new President, CHQ. Sri Pitabasa Jena of Orissa Circle was elected as Asst. General Secretary-II. Orissa Circle Branch of AIAIASP congratulates the new set of Office-bearers and hopes that the new CHQ body will bring glory for the Association through its noble efforts. Orissa Circle Branch is always there to extend its best possible cooperation to the CHQ as it has done in previous years.

Ms. Radhika Doraiswamy, Secretary(Posts) was kind enough to address the delegates in the Open Session on 03.04.2010. Among other things, she mentioned that the Department of Posts had submitted proposal for upgradation of GP of IPs, ASPs and PS Gr.B twice but the Finance Ministry did not accept the proposal. She added that she would take further steps for upgradation of GP of IPs.

The issue of upgradation of GP of IP was deliberated upon vividly in the General Body meeting during the AIC. Unanimity on the question of merger of IP and ASP cadre or ASP and PS Gr.B Cadre could not be reached. However, out of 19 Circles represented in the AIC, 11 Circles including Orissa gave opinion supporting merger of IP and ASP cadres. NE Circle  went with the opinion of majority Circles. Six Circles opined for merger of ASP and PS Gr.B cadres. One Circle opined for maintaining the status quo.

The General body empowered the CHQ to take steps in the direction of getting the GP of IPs upgraded to Rs.4600/- by way of merger of IP and ASP cadres if such a proposal comes up before the Association as a necessary condition for upgradation of GP of IPs to Rsa.4600/-. However, it was resolved to get the following conditions fulfilled at the same time.
  1. The merged cadre should be given nomenclature as ASP with Gazetted  status.
  2. The ASP promotion already given to senior IPs should be ignored as promotion for benefits under MACPS
  3. The merged cadre should get the upgraded GP of Rs.4600/- from 01.01.2006. 
It is learnt from the source of the new GS that a delegation from the Association side including  the new GS and the former GS Sri S Samuel held discussion in a meeting with Secretary (Posts), Member (P) and DDG(Estt) on 05.04.2010 on the question of upgradtion of GP of IPs. Directorate showed keenness to submit the proposal to Ministry of Finance again.
