Assumption of charge

Sri H K Pradhan on his regular promotion to PS Gr.B cadre has assumed the charge of Sr.PM, Cuttack GPO where he was posted on re-allotment to Odisha Circle.

Sri Niranjan Patro, SPOs, Darjeeling (WB) on re-allotment to Odidha Circle has joined as Supdt, CSD, Bhubaneswar as per revised orders of posting. He is due to superannuate on 31.05.2011.

The posts of DDM(PLI), Bhubaneswar and the Manager, PPP, Bhubaneswar fell vacant due to retirement of incumbents. Sri Jeeban Sahoo, SSPOs, Puri is brought on transfer as DDM (PLI), Bhubaneswar as per orders released in the late evening on 29.04.2011. Sri Sahoo has joined as DDM(PLI), Bhubaneswar on 30.04.2011 A/N. He has also taken over additional charge of Manager, PPP, Bhubaneswar.

Sri A K Nayak, SSPOs, Bhubaneswar has been put in additional charge of SSPOs, Puri on transfer of Sri Jeeban Sahoo as DDM(PLI).

CWC Meeting on 01.05.2011 (Sunday) - Reminder

Office-bearers and CWC Members of AIAIASP, Odisha Circle Branch are reminded to attend the CWC Meeting being held in the Recreation Club of Bhubaneswar GPO on 01.05.2011 at 10.30AM. Sri S B Mahapatra, former CHQ President and Sri Sanjay Kumar Mohapatra, former AGS (CHQ) and now a PS Gr.B officer are scheduled to join in the meeting as Special Invitees. 

The meeting is very important as the schedule of next General Body meeting and Circle Conference will be decided in the meeting. Members of AIAIASP, Odisha Circle Branch who are not Office-bearers or CWC Members but are interested to join in the meeting are also welcome.

Respected Madam,
In continuation of our Association letter of even no. dated 28.03.2011 and 11.04.2011, it is further brought to your kind notice that Post Office Guide Part II and Foreign Post Manual are not available on the India Post Website. In view of this, it is requested to kindly ensure that there will be no deviation in setting the Question Papers and questions will be from the Postal Manuals appearing on the India Post Website.

2. Department took a decision to conduct the PS Group “B” examination by Multiple Choice Questions vide letter no. 9-59/2010-SPG dated 8/3/2011. It was mentioned in this letter that there will be two Papers each having 150 MCQs of two marks each. Now, marks allocation of Paper I has been modified vide letter no. 9-59/2010-SPG dated 21-04-2011 and 25 MCQs of two marks each have been given relating to current affairs and two paragraphs of 200 words having 25 marks each to be written on separate answer sheet has been added. Our Association is of the view that this change will defeat the purpose of timely declaration of result as it is understood that paragraphs will be evaluated by different examiners manually. As such, there will be every possibility of inviting complaints from different quarters as well as litigation.

3. In view of para 2, it is suggested that MCQs relating to current affairs should be raised to 50 instead of 25 and paragraph writing may be abolished as this will enable the Department to announce the result well in time as there will be no manual process in the examination.

It is humbly requested that the above suggestions may kindly be considered positively by the Department and suitable amendments may be made in the marks allocation of Paper I of PS Group “B” examination.

SUBJECT: THE DEPARTMENT OF POSTS, GRAMIN DAK SEVAKS (CONDUCT AND ENGAGEMENT) RULES, 2011-REGARDING

Sir,
           The existing Department of Posts, Gramin Dak Sevaks (Conduct and Emplacement) Rules, 2001 as amended from time to time have been suitably amended/revised. In supersession of the existing Department of Posts, Gramin Dak Sevaks (Conduct and Employment) Rules, 2001, the revised rules called the Gramin Dak Sevaks (Conduct and Engagement) Rules, 2011 are hereby circulated.

2.       In brief, revisions/amendments/insertions made in the existing rules are as follows:-
(i)          The rules called "Gramin Dak Sevaks (Conduct and Engagement) Rules, 2011" containing 31 rules are issued replacing the existing set of rules called the "Department of Posts, Gramin Dak Sevaks (Conduct and Employment) Rules, 2001 containing 31 rules. Rule 3-A, 5-A & 29-A have been inserted as new rules in the "Gramin Dak Sevaks (Conduct and Engagement) Rules, 2011"

(ii)         Non-existent categories of Gramin Dak Sevaks such as Gramin Dak Sevak Sub Postmaster, Gramin Dak Sevak Mailman & Gramin Dak Sevak Mail Messenger have been deleted under Rule 3(c) with a suitable note below.

(iii)        The word 'Employment/Appointment' wherever appears in the existing rules has been replaced with word 'Engagement'.

(iv)       Note II earlier appearing below Rule 3 has been replaced by new Rule 3-A with title "Terms and Conditions of Engagement" with appropriate changes in sub para (vii) relating to applicability of the condition of residence to the Gramin Dak Sevaks.

(v)         New Rule 5-A has been incorporated in connection with entitlements of Time Related Continuity Allowance for the Gramin Dak Sevks on the basis of workload as per standards of assessment decided by the Department.

(vi)       Rule 6 has been amended with regard to entitlement of GDS to ex-gratia gratuity.

(vii)      Rule 7 has been amended by incorporating the admissibility of 20 days paid leave in a year without accumulation.

(viii)     A note below Rule 9 has been incorporated to clarify that recovery under Rule 9(iv) can be enforced fully without any restriction.

(ix)       Existing Rule 19(1)(i) has been modified to make it clear that revision petition would now lie to Regional PMG if the GDS is working in a Region and in other cases to the Head of the Circle.

(x)         Existing Rule 20 has been modified by inclusion of time limit of preferring review petition as two years as also the authority competent to decide the review petition of GDS on behalf of the President.

(xi)       A new Rule 29-A has been incorporated providing for prohibition regarding engaging in any business detrimental to the business of the post office.

(xii)      Recruiting Authority laid down in the schedule referred to in Rule 4 relating to GDS BPM has now been modified, which include JAG officers also.

(xiii)     The Conduct and Engagement Rules, 2011 shall be applicable to all the existing categories of GDS including those GDS categories which have been declared as wasting cadres as long as they remain in service.

3.       You are requested to ensure that the enclosed revised set of Rules called the Department of Posts, Gramin Dak Sevaks (Conduct and Engagement) Rules, 2011 is further circulated to all the Postmaster General (Regions)/Postal Training Centers/Other Recruiting Authorities in your Circle at the earliest and sent confirmation to the office within a week's time.

Four-monthly meeting with Chief PMG held on 26.04.2011

All Associations in the Circle were allotted time of only one hour from 12.30 PM to 01.30 PM on 26.04.2011 for discussion in the four-monthly meeting with Chief PMG. The meeting started late at 01.10 PM as the previous meeting with other Unions was not over by the scheduled time.

CS pointed out the specific aspect of delay in making ad hoc arrangement in the vacant posts of ASPs and non-filling up of vacant posts of IPs through ad hoc arrangement for which existing IPs and ASPs are made to carry the avoidable extra burden of duties of vacant posts for indefinite period. Instances were mentioned where vacancy in posts of ASPs arose in May 2010 but orders for ad hoc postings were issued after 11 months in April 2011.

On the question of issue of instruction to Divisional Heads to make ad hoc arrangement in vacant posts of IPs, the administration maintained that there is no need for it as the Divisional Heads have been verbally told to make such arrangement. The administration defended its action leaving the blame on the Divisional heads for not making the arrangement in the vacant posts of IPs within their competency.  On the question of delay in making ad hoc arrangement of ASPs, the administration mentioned procedural delay as the reason.

In fact, the administration in its reply showed no sign of any concern for the day. The reply was rather routine and evasive blended with arrogance (so far as oral reply is concerned). The four-monthly meeting is not even held at regular intervals. It is to be seen whether administration acts on its assurances as per the formal written reply given.

The item-wise reply of the administration is furnished below for information of our members.

Item No. 4-4/ 2011: Request for avoiding delay in making ad hoc / officiating arrangement in vacant posts of IPs & ASPs
Brief:     A number of posts of IPs are kept vacant for years together with the arrangement that existing IPs are given extra burden of vacant posts for indefinite period.  This Association had taken up the matter in bi-monthly meeting with DPS(HQ) vide item No.1-5/2008. Reply was given to the Association during bi-monthly meeting on 26.06.2008 that instruction would be issued to Divisional Heads to make ad hoc arrangement in the vacant posts of IPs.  But this Association is not aware if any such instruction has ever been issued by Circle Office. To the contrary it is learnt from some Divisional Heads in HQ Region that Circle Office discouraged them to make ad hoc arrangement in vacant posts of IPs leaving the extra burden of work on the existing Inspectorial staff to continue for indefinite period. 

Now a number of posts of ASPs are vacant for months together.  They have not been filled up through ad hoc arrangement despite a number of requests from the Association to take timely action to fill up the vacant posts of ASPs. The Association has been observing that the Circle Administration’s attitude towards IP line official is indifferent and unhelpful which is not at all good for running the administration efficiently. The Association once again urges the Circle administration to look into this aspect to see that avoidable extra burden is not imposed on the existing IP line officials by allowing the vacancies in posts of ASPs to continue for months together.

Reply by administration: Action will be taken in this regard

Item No.5-4/2011: Non-issue of final gradation list of IPs and ASPs.
Brief:     After pursuing the case consistently for quite a long time, a draft gradation list of IPs and ASPs corrected upto 01.07.2008 was issued by Circle Office with a number of errors. Final gradation list incorporating the corrections was supposed to be issued within a reasonable time. But the final gradation list is yet to be issued even after a lapse of nearly three years since the draft gradation list was issued. The Association requests for issue of final gradation list with up-to-date changes.

Reply by administration: This will be done early.

Item No.6-4/2011: Non-consideration of cases omitted from granting financial upgradation under MACP Scheme.
Brief:     Representations submitted by a number of IP line officials omitted from grant of financial upgradation have not been considered yet. Cases of Sri Chaturbhuj Meher, PM, Sambalpur HO, Sri B B Negi, ASP(HQ) Bolangir and Sri Mukund Behera, ASP (Inv), RO, Sambalpur are some instances. The Association requests for immediate action to grant MACP in deserving cases.
Reply by administration:  MACP shall be completed before 30.04.2011

Item No.2-12/2009: Request for required amenities and civil maintenance of Inspection Rooms in the Circle.
Brief: Most of the Inspection Rooms in the Circle are in very bad shape and condition without regular maintenance of civil work. In some cases t5here is even no facility for regular water supply. Case of the IR at Ashoknagar MDG is cited as an example. The Association requests for issuing orders for providing required civil maintenance and amenities in the Inspection Rooms in the Circle.
Reply by administration: The Inspection Rooms at Ashoknagar MDG and Sahidnagar MDG are already renovated.

No suggestion was received from any member. However, the Association has submitted following agenda for discussion with CPMG in the four-monthly meeting on 26.04.2011. This is for information of members.

CS Speaks: It is time to get a new body


The present panel of Office-bearers and CWC Members of AIAIASP, Odisha Circle was elected / nominated in the last Circle Conference held at Bhubaneswar on 24.01.2010. In normal course the next Circle Conference/ General Body meeting is due by 23.01.2012. Grace period upto three months beyond 23.01.2012 is also there to delay the Circle Conference if required in justified circumstances. But it is now observed that a number of changes in the office held by Office-bearers and CWC Members as mentioned below have taken place since the last Circle Conference was held.

With so many changes, the existing panel is increasingly losing its true representative character of IPs/ASPs. The panel is now dominated by persons who represent or going to represent soon the interest of a different and distinct cadre called as PS Gr.B which has its own forum called Postal Officers' Association. Constitutionally, though there is nothing wrong in continuance of an IP/ASP holding the post of PS Gr.B on ad hoc basis as a member of AIAIASP, it is practically found that many ad hoc PS Gr.B officers do not pay subscription to AIAIASP. There is provision of cessation of membership on the ground of non-payment of subscription alone. This apart, it is often observed that there is a conflict of interest between IP/ASP Cadre and PS Gr.B cadre based on the nature of duties assigned to these two separate cadres. A  PS Gr. B officer is the disciplinary authority of IPs and this position puts IPs in a difficult position to come to terms in accepting a PS Gr. B officer as an insider within AIAIASP.


The unsolved issue of upgradation of GP of IPs continues to haunt the minds of the IPs. Resentment is growing day by day as solution is no where in sight, though there are a number of hearsay and false assurances. It is often alleged that the present leadership is not quite able to handle this burning issue in an appropriate manner.

Young blood needs to be infused to give AIAIASP new leaderships who hold promise for upliftment of the cadre through an action-oriented approach. It is time for Mr. Mohanty and Co. to relinquish charge at Circle level for facilitating formation of a new body at the earliest. The process of getting a new body is set on motion with notification for holding Circle Working Committee meeting on 01.05.2011 at Bhubaneswar for fixing schedule for General Body meeting and Circle Conference ahead of normal schedule.  Let the likes of Messrs Permanand Kumar, Chandrakanta Paladhi, Gopesh Dash, P N Pattanayak, Prasant Kumar Patra, Parameswar Nayak, Basanta Kumar Singha, B Maheswar Rao, Pitabasa Jena et al take over AIAIASP to give a new direction to IP/ASP cadre.

Superintendents Posts, it is hereby notified that a meeting of the Circle Working Committee of the Association will be held on Sunday, the 1st May 2011 at 10.30 hrs in the Postal Recreation Club of Bhubaneswar GPO.
The agenda for the meeting are as under:
1.    Confirmation of the proceedings of the last CWC
2.    Issue relating to GP of IPs and views of Orissa Circle for dealing with the present situation
3.    Role of IP cadre in the event of materilisation of strike by JCA of Group C, MTS & GDS Union
4.    Fixation of schedule for next General Body Meeting & Circle Conference
5.    Formation of different committees for Circle Conference
6.    Organisational and Financial Review
7.    Any other item with permission of the Chair

Sri S B Mahapatra, former President, AIAIASP, CHQ will be the special invitee to the CWC meeting.

All office-bearers and CWC members of the Association are requested to attend the said meeting in time. Members who are neither office-bearers nor CWC members but willing to join the CWC meeting (without the provision of special CL) are also welcome to attend the CWC meeting as invitees.
